In order to simplify administrative procedures, the Limousin region has set up a paperless platform on the Internet.
The platform is designed for:
– Users (companies, organizations, and individuals) who can track the status of paperwork online
– Agents who remain in contact with users to answer any questions or provide additional information
This platform is built into the regional government’s existing information system and its goal is to manage procedures paperlessly, using electronic signatures when a signature is required.
The project involved setting up a technical platform and computerizing the first two procedures: applications for financial assistance from the Unemployment Office and administrative management of vocational training from the Vocational Training and Apprenticeship Office.
The technical platform facilitates:
– Account management (individuals, partners, agents)
– Electronic signatures
– Electronic document management
– Event management
– Document and mail creation based on configured templates

Single Window for Businesses
- This portal provides e-services to Businesses for tenders (e-procurement) and grants
This local e-Government single window includes several components
- A Front office workflow (multi process across several services)
- Complex Middle and Back Office workflows (multi process across several services): more than 500 states; more than 700 web screens; more than 550 business data concepts
- A Business Intelligence component (KPI and statistics analysis)
- A strong authentication (electronic certificate) module
- A digital signature component (both server-side and client-side) for civil servants and elected officials
- An Electronic Content Management system for signed documents
- An integration with legacy systems through an ESB (Enterprise Service Bus) and an SOA approach
